In the first position your main idea is the b3 pawn break and pressure black's pawns on the queenside, but before that you'll want to finish development. Who knows though, depending on how both sides finish development it's not beyond imagination that Ne5 with some kingside pawn pushes would give you an attack... but b3 is the most obvious and easy thing.
The second position is an orthodox structure with colors reversed, you can google "orthodox structure chess" if you want. The basic plan is black's minority attack vs white's non-zero kingside attacking chances, which again will often start with putting a knight on e5.
For a while I've had an interest in taking up the London with white as it seems pretty low-maintenance, but I just haven't been able to bring myself to play it as I don't know what white is aiming for in the different structures.
