What opening is this?

I've been spectating a certain player (~2100 ELO) and I can't figure out why he keeps on winning when in his second or third move, he'll always move his king, sometimes even to the third rank. Isn't that discouraged?

Generally speaking openings aren't likely to decide the game. This is certainly one of the worst things you can do early in the game, but if you are better than your opponent and at such a fast time control (1 minute for each side for the game) then you can still play chess, provided you don't get mated early or lose material.

I have an even record against equal opposition at 10 min time controls with this opening, and I have a similar record in correspondence. But, remember dued, its not about winning or loseing, its about getting your king to the other side man.
