What to do when the opponent brings their queen out early?

What should I do when my oppenant does this. I lost my first chess club game today when my oponant brought out the queen early. How can I make him pay for bringing out the queen early?

Don't play 1.d3 and then 2.d4.

If you had played 1.d4...e6. 2.Nf3, then ...Qh4 would not have been played.

Or: 1.d4...e6, 2.g3, allows you to fianchetto your bishop, putting pressure on the h1-a8 diagonal.

It's not that bad, you could transpose into a true Colle System with colors reversed.  Not my style, but still quite viable, especially since black committed to 1...e6
