against italian game rousseau gambit is amazing
What's the best opening to win as black?
You can play the modern against 1. e4, d4, and c4.

modern is a very unconfrontational opening but it does give good winning chances as you strike later in the opening
Against 1.e4 play the Latvian Gambit if the opportunity arises. Under the conditions outlined by the OP this is the best choice vs 1.e4.
I'd say it depends on what you want to achieve
+ considering your current level and the position you like to achieve. For me, any imbalanced position is fine
I appreciate technical positions but also like to calculate a lot, so sharp and dynamic ones are a great choice from time to time.
However, it all comes down to my current opening repertoire that I am playing. I've just happened to have published a blog post on how to build an opening repertoire. There, I'll also go into details as to what to consider when choosing opening lines and systems.
You might find it interesting. I'd appreciate it if you'd check it out.
