i dont think its that bad. You can try to play it like a ruy, if 1...nc6 2. bxc6 and you have an exchange ruy lopez position with the option of delaying nf3.
If 2...c6 , it starts to resemble a bishops opening where black goes 2.nf6 3.d3 c6. Yes white loses a tempo here but 2...ba4 actually discourages d5 from achieving a full two pawn center since cxd5 is not allowed. if black insists on d5 ,exd5 qxd5 qf3 is dead equal. If 3.b5 4.bb3 d5?, 5.exd5 cxd5 6. d4 is better for white.
2.nf6 3.d3 and black has nothing better than transpose with 3..c6. but 4.ba4 d5 5.exd5 nxd5 bb3 with ne2 and nc3 being the more logical formation looks ok for white.Now as to why white will be compelled to play this way besides maybe really wanting to get someone off book and get a natural position, idk. but its probably just even or only a little worse
