Who knows!? The naming in chess is a chaotical and strange thing.

It's a move without meaning. It doesn't prevent something , it doesn't control something , it doesn't prepare something and allows Black a comfortable game already from move 2.

It appears that White's attempting to allow you to chase the bishop with pawns, and allow him to eventually put his bishop on c2. Yes he's losing tempo, but his imaginary compensation is that black extended his queen side pawn structure out very early without developing pieces. However black can delay attacking the bishop and just develop normally. That's my guess too awkward bishop attack against the d7 pawn. Maybe he's hoping to play the Spanish in a different move order hoping you screw up your development. idk.
Let me start I have no opinion on whether the 2.Bb5!? is a good or a bad move. This post however I think is the most cogent because it at least tries to provide a summary of what might be behind such a move as 2.Bb5!? rather than either being flippant (#5) and or dogmatic (#6)

I think it looks terrible and indeed the computer prefers Black already after 2 moves, suggesting an immediate 2. ... c6. What disadvantage has White given himself after 2. Bb5, and what does Black seek to accomplish?
