Assuming I can get pawns at e4 and d4, my knights and bishops out, can you recommend a way to help me decide whether to put my queen at d2 or e2 (or elsewhere). I naturally want to put it on the file that is most open, but I have no real reason for it.
I have only recently thrown myself into getting better at chess and it is coming along, but I am still doing some pretty aimless stuff in my opening.
If this has an easy answer, my follow-up would be where to bring my rook from the non-castled side. What should I look for from my opponent in terms of making these decisions?
There are no rules like that. In many openings, because you have an opponent, you don't get both pawns to d4 and e4 and you can't simply get your knights and bishops out to your favorite attacking squares. The setup you get depends on what your opponents does.
In general, you try for those things but you have to make adjustments.
After they learn how to do a few quick bishop and queen attacks against undefended kings, beginners learn to bring out their queens. However, opponents with a little experience learn how to develop their pieces and protect their kings by castling and then can chase the queens around with their pawns, knights and bishops.
King safety is more imporant than getting your queen out. Think about how and when you are going to castle before bringing out your queen.
All these suggestions are generalities and cannot be followed as iron-clad rules. There are times when bringing your queen out quickly is forced.
I notice you haven't played any games here. One of the most helpful things here is to have people look at your actual games and offer suggestions on where you have gone wrong (after you have tried to figure it out yourself).
Play 100 games and then come back and ask again after you have some practical experience.
