To see what the best opening is, you would have to be able to play all the best moves. All of the master games in the chess.com database are from human players-- people who can oversee things and blunder. To determine the best opening, a super chess computer would have to be developed.
As chess theory expands with the progression of time, some openings will outshine others. Even if future chess players can't find the best opening, they should be able to narrow down the possibilities to a relatively small group of openings.

That's not what I mean. I mean that some openings are good and some are bad. Not that 1 is better than all the other(Not saying that's not possible though). If I phrased it poorly then sorry for that.

Some openings are better than others because their player has greater chances to win (or draw). Would a notable opening like the Sicilian be a good opening to a 400 rated player? No, it would not be, because the player doesn't know the best moves and therefore the benefits from the opening are wasted.
Essentially, the best opening will give the most/best benefits. However, we will only know which opening has the best benefits if people play the opening with best play.
