First you need to figure out what kind of a player you are...Do you like sharp positions ? Or positional games ?

The QGD seems to be a good consensus choice for beginners/low-level players, but the Ruy Lopez gets mixed reviews../
1) Why the Ruy Lopez over other third move choices as White (Scotch, Four Knights, Italian) for a low-level player wanting to improve?
2) As Black against 1.e4 then, would you therefore recommend 2...Nc6 (can lead to Ruy Lopez) over 2..Nf6 (Petroff) for such a low-level player committed to learning?
I think the Ruy Lopez is just the best one out of the e4 e5 openings you mentioned.
