which is the best opening for white and black

There is no best. There are a finite number of moves that are equally strong and the remaining moves are inferior.
For example, against 1.e4, the moves 1...e5, 1...e6, 1...c5, and 1...c6 are stronger than the other 16 moves by varying degrees. For example, 1...d6 is only slightly worse while 1...f5 is way worse!

London players scare me.
They for some teason think as a collective that the London is an ultra passive opening is aggressive (?!)
They dont know their own openings main line or any theory for that matter.
Despite this they seem to think that there is a forced advantage to be found.
Had all my opponents (who played white) against me in my last OTB tournament play the London (a nightmare). A total of 5 games in the London. I guess all of you can guess how many games this tournament I drew? 5 and only from these games.

There is no "best" opening. Your opening choice should be based on the types of middlegames youre comfortable playing.

There are lines of the London that can be very aggressive, albeit not many.
That said, the London is not viable against everything. It is dubious against the Dutch (often referred to as the Dangerfield Attach) and outright bad against the Modern Defense. Black should play 1...g6, 2...Bg7, 3...d6, and then 4...Nc6 or 4...Nd7 based on whether they prefer a favorable endgame (4...Nc6) or a complicated middlegame (4...Nd7) followed by 5...e5.

The problem is that for London to be aggressive, it requires black to play straight into whites hands. And doing this usually means that black does not know his stuff. Most of the lines I played has led to a drawn endgame on move 10.
