The title and question says e4, Ne7...

The diagram shows 1 d4 c6 2 Nd2...

The first is impossible.

The diagrammed position has no name but could turn into many different openings.

Sorry, I goofed up the notation entirely. Shoud read White e4, Ne2. I corrected the diagram too...

1. e4 e5 2. Ne2 is Alapin’s Opening (Not to be confused with the far more popular Sicilian Alapin Variation).

That is a very viable and even quite venomous way for white to play. As far as I know, it has no official name, although IM Perunovic has dubbed it the "Corona attack".
