What rating would put you into bottom 10 percent of FIDE?

I'm assuming chess.com rating and other online ratings are somewhat inflated compared to OTB ratings (FIDE, USCF), I was wondering how severe that inflation may be (considering the person actively plays OTB as well as online through chess.com), if there is an inflation at all.
