TDs are given nearly absolute power in tournament chess. However, deviating from posted rules without the agreement of all relevant participants seems like VERY bad practice, and will engender hostile feelings among some. I, for one, would be very disappointed in such behavior. It belies the rule of order. Again, if the participants were all CLEARLY willing to play under the proposed modifications, that would be a different story.
