You create TEAM MATCHES and VOTE CHESS MATCHES from within a GROUP. Members sign up for the match and they become the TEAM.
You have to be an Admin of the group to create a Match. Under Admin Tools, there are New Team Match and New Vote Chess links.
If, on the other hand, you are asking how to create GROUPS, you do that from the GROUPS menu.

How do you get more people to join your team?
Getting more people to join your GROUP could be achieved by:
- organising an appealing thematic tournament and then creating a group on the back of that
- getting a few charismatic chess.com'ers to join - so the herd will follow
- running a group in a friendly way - with many attractive features e.g. ladders, tuition, discussion, team/vote matches.
On the other hand, getting more people to join a TEAM is a little tougher ...
