I believe he's either saying that people should not resign, or possibly not get discouraged and quit chess altogether, because losing is a part of the game:

LOL I think people were getting confused (including me) because the first sentence is so poorly constructed. However, the second sentence is perfect, "Losing is part of the game" (sans the capitalization and punctuation). Knobb what were you smoking at the time?
I forget who, Lasker or Kasparov/Karpov, said that you have to lose 1000 games in order to become a good player. My coach told me this one. I think it's true. It takes a lot of effort to lose 1000 games if you're playing seriously. Even for a really bad player, this would probably take at least 2000 games to accomplish.
