For example, in another thread, we were discussing generating chess moves based on passages from the Bible. My motivation was to introduce the term "smite" into chess jargon.
Since, devotees of Philidor are known as Philistines, the natural continuation for White would be the "Jaw-bone of an Ass Attack."
So...it depends.

What opening gets best control for white? I think everyone missed the point. It all depends on what black plays, plus your definition of control
No one else can tell YOU what openings are best or worst for YOU, unless they are familiar with your style and abilities. First you have to determine whether you like to attack or defend, and play open, semi-open or closed positions and start trying out openings that sync with your preferences. Then you have to start weeding out the openings that work the least for you and concentrate on the ones that work the best for you, or at least the ones you like to play.
Judging from your rating and the advice given by GM Reti in his classic work Masters of the Chessboard you need to start concentrating on open games ie 1e4 e5. You also need to start learning lots of tactics and basic endgame skills before worrying about specific opening repertoire. GOOD LUCK!
