I am a 13 year old an my rating is 1800 (yes a huge flex) an my peak is 1900 (sills a flex) but to answer your questions I think a eleven year old kid should be at least a 600-800 but remember that it also depends on how much you study chess an when you lerend it

Becuz my peek in lichess was 2350 and at my peak in FIDE rn which is 1812

People from India love chess.
So yeah an eight year old from India already deep into chess doesnt sound so unlikely.
I am 1600 as a 9 year old.
