A (low end) GM is just an IM on a good day, this idea that from 2400 to 2500 there is this monumental jump in talent i honestly dont buy, so idk how people make these "talent" arguments agaisnt levy. the minute you cross around 2200-2300 , a large part of the talent question goes out the window. Usually what separates 2200-2300 player from 2400-2500 players is consistent training regimen and good material. You will be amazed on how little material a person can reach 2100-2200 if talented but when you are forced to consistently grind agaisnt FM's to reach the next level, your training must be top notch. 
I do think the talent question returns with a vengeance in the 2600 to 2700 gap jump where everything is already so high level and even drawing a 2400 can cost you points but people in this forum make IM sound like an amateur and low gm sound like a minor deity.

Once your rating reaches 2400, the K factor for ELO calculations is changed to 10 (from 20 for players that are over 18 yo), and so it is much more difficult to win, or lose rating points.

Reaching 2300 is rather easy if you are U-18, as the K factor for rating calculations is very high (40). But the difference between 2300 and 2500 is huge, and it does not matter if you buy it, or not.

No, it's still a talent issue, because it means that the skill jump from 2400 to 2500 is essentially double the size of the jump from 2300 to 2400. There's a reason there are twice as many IMs as GMs.

you are equivocating two different things here. talent and difficulty are not the same thing. IT takes more games to jump from one rating category to another due to k-factor , that has nothing to do with innate talent. what it does mean i that it is much harder to get there on the performance of a few tournaments instead of a grind upward
that they are fewer GM's than IM's follows from it being a higher rating, its a non sequitur to this conversation. Its the idea that player get stuck at IM instead of reaching GM because of a talent argument what i really call doubt on. Its a very speculative guess. 

you can say talent discrepancies show when a scholastic player jumps from 1000 to 1600 in a year vs vs his peers who improve a mere 100 points a year with similar training intensity. But when people say, your talent only allowed x player to reach the 99.5% percentile instead of the 99.7% i seriously wonder if they truly considered how much more plausible other explanation are by comparison.

What matter is that he declared his intention 2 years ago, and he didn't even make a serious effort.

No, making videos titled "GM LEVY!!!!!" don't count as a serious effort.

He went into a few tournaments, had some good ones, had some bad ones, and now he's lower rated than he was 2 years ago.

There is also the thing that he doesn't need it. Half of his fans think that he is a GM already, the other half doesn't know what a GM is. Why bother?
