David Bronstein. He almost got Botvinnik in one championship. Unfortunately (from what I can remember) he got a bad oversight in a single game and the match ended in a draw, thus allowing Botvinnik to continue as champion.

Obviously the FIDE championship is disputed, and Kasparov was probably the stronger player. But are you claiming that Fischer was world champion from 1975-85? He refused to defend his title.
