Why are Indians so bad at chess in my ELO range (300-400)?

Nationality does not correlate to chess playing ability. EVERYONE at that elo range is bad, regardless of where they live.

Everyone has good games (where they get two brilliant moves) and bad games (where they lose their queen in ten moves). Regardless, Indians aren't any worse than anyone else. You probably just had a good game.
Considering the poor quality of ELO it may seem like I'm not in positition to brag about skill, but please just listen to me, there is genuinely something wrong with Indians in my ELO range!!
Most of them spend 20 seconds on each moves in the opening, it can't be the fact they have no clue what they are doing because they all play The Wayward (The early queen attack).
Every single one of them will spend at least 10 seconds to play e4, then over 20 seconds to unleash their queen on the second move, and 20 seconds for the bishop on the third move... etc etc it's frustrating!!
If you put aside the poor management of their time, the quality of their game is not good! They will often put 20 seconds on a move just to hang their queen (this happened to me I'm not joking)
Is there a genuine explanation for this?
