The game for the most part plays as normal, with a new rule on movement of the king.
If the player's king has an unobstructed line of sight to another one of their pieces (rook or otherwise) either horizontally, vertically, or diagonally at least 3 squares away, the king can "castle" by moving two squares towards the piece and the piece castled to moves to the other side of the king. This can be done regardless of whether or not the king or other piece has been moved. However, you cannot castle into, out of, or through check.
I can imagine this leading to a lot of crazy king goose chases in endgames, and leads to my new favorite opening "The enhanced bongcloud." After 1. e4 e5, white castles with his e4 pawn, leaving his king on e3 and the pawn in its starting position. (This position leads to forced mate in 7 moves total after 2... Qf5+ but dwbi )
