37...Qc1+ and white can pretty much resign since black captures the prison and gets an extra rook next move (Qc1 is also check since Qxe1, Rxg1 is a threat). Trying to defend with Qf1 would not help since black plays Qxe1, Rxf1+.

Do you not understand how the prison works?
From c1 the queen can capture the prison on e1.
When a prison with a prisoner gets captured an additional move with the prisoner will be made from the square the prison stood on.
The additional move with the prisoner is to move the rook from e1 to g1 and capture whites king.
So after 37...Qc1+ it is check since 38...Qxe1, Rxg1 is a threat.
