I think the problem might be that for the variant to work, you need a position where one side has a king in check and a pawn ready to promote. That rarely happens in a chess game.
Should a pawn promote to a King if the first King is already in check? If they capture the first King, the game continues and now they need to checkmate the promoted King. (Variant suggestion)
