Stalling in bughouse is allowed right?

Title I see that there are quick chats for bughouse that are "stall" and "don't stall, we are low on time." also the 3|2 format makes it easier to stall and not inconvenience anyone. Is it still against fair play

No its not. In bughouse you are allowed to stall. Infact stalling is really important at times. Many of the best bughouse players stall when needed
