No, the mouse needs to get out of the way first. If it were a witch, castling would be fine, since the witch is transparent to the rook.

Yes. At first I thought Ch3 h4 Ci1 saves the cat (at the expense of the knight) while just about holding the position, but Bxi2+ followed by j3 and now the cat is lost.
A note on the mouse... if the white mouse were on i1, Qxi2 would still be legal, but it wouldn't be checkmate. It wouldn't even be check. The black queen does not threaten the white king, since it is now next to an enemy mouse. A mouse is a strong defensive piece when placed next to the king. It's also immensely powerful when placed in front of the enemy king's pawns, as FlyEagleFly can attest to.
