Open game chess.

Just like traditional chess with a few minor modifications:

En passant is a forced capture.

Either player may claim a draw after move 10 when there are no open files.

At move 15, the player with the fewest pieces or pawns beyond his own third rank receives a penalty of half his remaining time.

The idea is to encourage activity and discourage dawdling. Also to quickly end boring games.

Any ideas?

Why not just eliminate draws, or ensure that they can only occur in non boring situations, like stalemate? Then there would be no boring games to end quickly.

I don't like the third rule, because it only works when playing with a time limit. The second rule might encourage people to keep all their pawns back so they don't have any risk of losing. It seems like it would make winning harder, but I am not a good player, so maybe it wouldn't. The first rule could be interesting.

Here's an alternative I just thought of.

If a player makes 10 consecutive moves with no captures or pawn moves, he loses.

The number 10 is, of course, arbitrary, and could easily be adjusted to make the game more or less tense.
