what determines the activity rate in clubs?

I don't really know... Someone told me that so I am just going with it. my club has 2000 but the activity rate is 0%, so I have no idea

activity rate is how active the club is in the notes, chat, forums, ect

I am sure it is meant to be that way... But guess what? My club has a 0% and it has 2000 members and 0% of them are active? Not true. At least 20% are completely active

More members != more activity. Often the most active clubs don't have that many members.

Right now it appears to be that. My guess is that's a placeholder calculation and will likely be changed to something useful at some point.
