I could take part in one of the clubs in VC. But only in disciplined team, it means, with rules for VC, not voting without a discussion etc.

I'm not sure about the other one, @CedrHask, but Premium members is a very strong VC and daily match club. I know this from both playing against them, and just by looking at the leaderboards. They are #17 in VC, with a 72% win rate!
