Yes 4 "moves" means each side. One player "moving" but not the other is called a "ply" so 1. e4 e5 is made up of one move, but two plies. It takes 4 moves (or 8 plies) I believe for the game to "begin" and not be considered abandoned.

Of course. Else salty opponent teams would just not move and timeout on purpose, in order to make you not win points.
