Can somebody explain what this "range" thing is?

this is in your settings to "Create Challenge" -- that when this website tries to set you up with another opponent, it will look for someone with any minimum Rating up to a maximum 400 points above your Rating. To change that Range click on the left most arrow to establish how far below your Rating is acceptable and click on right arrow to establish how far above your Rating you are willing to play someone.

If my rating is 1200..it will look for players less than 1600 and greater than 0? What is the meaning of the left one? which says infinity now?

you got it ! you can always change that range. Just click on either or both down arrows
apparently the infinity sign represents "any" So 1st variable is minimum rating and 2nd variable is maximum
