Can you report a player twice?

I just got harassed by someone over one of my threads, he sent me a message.  I reacted negatively and I want to report him again.  He said he reported me over my replies but I am like: what, biatch, you harassed me first?  And then we blocked each other. 

Back to the main question, can you report a player twice or just once?
