Chess.com rating fluctuation

Hello fellow players,

This is not a thread about how long it will take me to become an IM. I already know the answer.
My question is regarding rating variation. I play mainly bullet where I sometimes meet 1100 that play incredibly strong and sometimes 1300+ that I defeat easily. Which means that I can never rely on their rating to have an idea of how strong they will be. Is it because some are on their way up and stronger than their rating? Is it purely subjective, ie I play crap sometimes and think they are better? I go from low 1100 to 1300+, even reached 1400 in 1' and I feel I play the same all the time.

Should I just play and not look at the rating at all?

Do you look at the Glicko RD to get an idea of how accurate the rating is? 

Rating is one component. Here, they use the Glicko system, which gives you an idea of how accurate they believe the rating is.  You are currently rated 1309 with an RD of 21. That is a low RD. That means your rating is considered pretty accurate.

I looked through the first page of your games and didn't find any 1100's that you had lost to.
