You are right here. Some time ago I was a member of a kind of board for online chess tournament, where it was discussed whether people who missed the game should be punished (by temporary ban). There was no way to know whether given player really had electricity outage, or is just lying
I don't want to know the reason for the timeouts, it's just too complicated. It would be nice though if you could bound the data. What is their timeout % in their last 100 games? What is their timeout % in the last calendar year? In the last 3 months? etc...
