Daily games have to be at least 4 moves by both players to be rated.

That is another arbitrary rule. Why 4? Why not 3 or 5? The official rule is 1.
Except in case of force majeure, any game where both players have made at least one move will be rated, unless the regulations relating to Fair Play require otherwise.

It just opens the door to abuse:
1 e4 b6, I do not like that, I abandon with no points lost.
1 e4 e5 2 Nf3 Nc6 3 Bb5 Nf6, I do not like that, I abandon with no points lost.
It doesn't matter what FIDE rules are and the limit is on Daily chess, not live games. I don't know the original reason but was most likely to cut down on some of the rating inflation/deflation caused by players starting Daily games not realizing what they exactly were and just abandoning them to lose on time
As a regular daily game player I can appreciate the pro's and con's of the present conditions and on balance I would accept the unfortunate drop out of players with time out and no penalty. I firmly believe they are mistaken in doing this because in my opinion they are in the main refusing a free hit with all the risk to rating on the higher rated player. Conversely I have played low rated players with many thousands of games were I have to bear the risk to rating - swings and roundabouts. As the tournament progress the reliability and standard increases and in the main also the enjoyment and satisfaction . To maintain a high rating involves developing a great deal of discipline , concentration and precise play. I do not claim that for myself but the window has been opened enough to recognise those with this ability .
