You need to play in FIDE rated tournaments and play at least 9 people with a FIDE rating, I think...

Some open sections in USA tournaments are FIDE rated, so those are some tournaments to play in

You need enter a FIDE rated tournament, play at least five rated opponents and not to lose all games.

(It's five games now, down from nine, and that is a crappy policy -- see my blog)
