Has the fair play policy changed?

In the past it was quite an accomplishment to get your account closed for anything other than cheating and abuse. 

Things seemed to have changed somewhat. Looking at my games list, which isn't restricted to recent games anymore, I noticed that the amount of accounts closed due to fair play has peculiarly skyrocketed. This can't be happening in just my games, surely others have noticed this as well. Why are all these users getting banned all of the sudden?

Policy hasn't changed, v3 just tells the reason behind most closures and the date of closure.

 

If it states Fair Play then it is in violation of the following in some manner.

Seriously, what is this!?

Ok, at this level cheating may be more common, but the amount of implied foul play I see at some points in my games list is just sad.

So I guess it's not the rules, but their enforcing that has become more strict and diligent? Or is foul play simply becoming more common?
