Finally, the technician came and found a solution- you press the shift button, so that you can type lowercase letters.  Caps lock is still locked though.

What operating system are you using? If you are using windows xp. Open the start menu, right click on my computer and select properties. Select the hardware tab and then device manager. If there is a problem with the keyboard. There will likely be a yellow question mark or other indication that the device is malfunctioning. If a driver came with your keyboard make sure you have it or have downloaded it. Right click on the keyboard listing, uninstall and then reinstall the driver. If this doesn’t fix the problem. If you're using xp, you can access the system configuration utility by opening the start menu and clicking run or by pressing and holding the windows key and pressing r. Type “msconfig” and hit enter. Go to the services tab and disable everything other than system restore. Then restart the computer and go back to the sys configuration utility. Select normal start up and reboot again. This will ensure nothing is interfering with the functionality of the keyboard.

LOL I totally did not expect serious answers.  I thought people would know that this was a joke.

Sounds tedious -- you could use a rubber band around your keyboard, with pressing on something like an eraser to keep the shift key depressed.
