I don't see how all that is relevant to the subject in any way.
My point is that in a normal system master titles require norms, while titles below mater level (CM and less) only require rating. And the USCF is doing is backwards in the case of CM and NM.


As someone who lives in the US, we all understand it's not as important as the FIDE title.
So why is it more difficult (or at least more complicated) to earn it? Why is requirement for the NM title simple, while for the lesser CM title more complex? In what world does it make any sense? Other than the USCF being contrarian on purpose, and doing the exact opposite of what everybody else is doing.
