Yes I know that. But this guy said nobody else can get an NM title here other than US players . Why is that so ?

Probably your Chess Federation did not have accredited standardizations set by FIDE rules. e. g. Arbitrary training, percentage of FIDE rated/ vs unrated players.
I dont know FIDE handbook in details, I just telling you based on my experience. In my young age, when I played OTB competitively, the games were not FIDE rated as the orginization could not meet FIDE rated standards.
