No, there are NM in many countries. Canada has NM standards as do most I'm sure. Generally, maintaining 2200 for a set number of games gets you a NM. The only thing I've seen that are different in the USCF are the lifetime masters and the Senior Masters, but I think the Senior Master title has been retired.
