Quitting and stalling are allowed by chess rules right?

So, can someone explain why on chess.com there is a possibility to report people?

Click report and second on the list is Quitting/ Stalling.

Is that logical?

Just closing a game without resigning is not OK.

Report it every time. If a player gets a lot of reports for quitting without resign, they will get banned. I guess... or hope..

I wish there would be rules, 10 or 15 reports and automatically banned. Good idea to get rid of Spammers?

stalling means your opponent wasting time NOT FOR THINKING and just to make you wait longer as a sort of pay back for you getting a better position

and by quitting it is probably referring to aborting multiple games maybe because of getting a colour they dont like or seeing their opponents elo is a bit higher things like that
