Could you be more specific? Are people abandoning games? Resigning too early?
Just when they're about to loose... I was always taught, finish the game regardless, out if respect for your opponent...

Do you mean you want people to play all the way until mate? Or are you talking about disconnectors?
I don't think it's necessary to play until mate although I have to admit I have screwed up many times in completely winning positions against dogged opponents.
However, I agree that those who abandon games without resigning deserve a special place in hell.
