Yeah, when I am playing Blitz it can be a real distraction to see that red notifier pop up, especially in a tough position. Some people use that to their advantage and deliberately engage in the chat to confuse their opponent.
No-one ever seems to talk chess in the chat window

5 and 3 min Blitz is very stressful. I don't think anybody likes to invest time in anything more than a hallo.
I get annoyed by that very quickly, actually. So I understand why most simply disable it outright.

I chat with friends, though I also play on a mobile browser most of the time and chatting isn't as conducive. I also only chat between games unless I'm playing a fairly long time control.

Sure, but I was also talking about discussing the game afterwards. I can appreciate why some people don't reply within a game.
But even to stick around after the game and discuss some of the moves.
It just seems weird to me that that happens so rarely (in fact, I'm basically zero out of 10k games)

In a similar vein, I must say that I am really not that fond of the "Learn More About this Move" message which keeps popping up in the middle of my 3-min. Blitz games. I do not have time to learn more about a particular move when I'm right in the middle of a very short game, where time is of the essence. I have to keep hitting the "Do not show again" message which is fine, but they still keep popping up. Just a suggestion - not knocking anything or anyone - that these could present better at the END of the game, not in the middle.

That's funny because I often chat with people in the chat and I get very friendly responses occasionally, though often none. Of course I think a lot of people are playing in their phones and then you can't see the chat window when you play. I'm also mindful of the fact that chatting can be distracting, and many people are probably focused intensely on the game. Occasionally I feel guilty for winning after initiating a chat, especially if it's because my opponent gets in time trouble.

Actually I can see the chat in app (on Android). I assume this is true in general? Just not as conspicuous.

I've been on Chess.com for some years now, played around 10k games, and it just occurred to me that I do not recall ever having talked over a game or position in the chat window.
I frequently will post stuff like "I think you could've forced mate after Bxg6+" or "Whoever wins this, it's been a great game, so sharp". But there is never any response, even after the match.
The only things I get in the chat are generic "Hi!" messages (which is fine, not knocking that), or occasional trolling / rage quitting.
Granted a big part of this might be that I am playing blitz, so my opponents are looking for fast turnover of games and also don't want to talk during the match for obvious reasons. But still, it's a surprising observation to me.
I think one possible reason for not chatting after the game ends is that there is no way to tell if your opponent is still in the game window or not. If I want to continue a conversation, I'll ask the person to follow up in messages for this very reason haha.
Also, I like to play strings of games, and that tends to lend itself to not sticking around too long after a single game most of the time.

Agree, and the people that I want to talk the most are the least talkative (5min bliz). Even private messages after games - maybe 10% replies, if you can call it a reply. I think its because of various factors like interface design, social not being the stronger traits of the average chess player, lack of incentive from chatting with randoms, or also I've seen cases: some pple tried to talk once, never get a reply so they never talk again, for ever
