The file may not really be a pgn file.  Test it with another pgn file from another source.  Make sure it is not zipped up.  See if you can open it up with notepad or other text viewer.  Check the size.  If it is 0 bytes or very small, it is not pgn.  Where did you get the file?  We can try to open it up from our end.

It is the files from chess.com!

If you just want to open it in a text viewer, try:

Right click

Select "open with"

From the list, select "Notepad"

You don't need to shout.  I just tested several samples of pgn files here.  I can download them, save them, see them in ChessBase Lite or other programs the read PGN, or view them with notepad.  I am using Windows XP, but it does not matter what operating system it is.  Another test is to rename the extension, from .pgn to .txt and see if you can view them.  You may be blocked from reading pgn because it may not know what that extension is.  Also, are these pgn games from players' games or from the download section?  If so, exactly what file is it?

Sorry about the shouting  i have spent a little more time and can use them  so i have two new questions

1)Can notepad data be convered back to PGN

2)What are the best board programs to play games on (ChessBAse lite Etc)

Thanks Everyone

1.  Yes.  Just save the text as filename.pgn.  PGN is a game notation in text format.  Here's a link for the spec for PGN format.  There's also some info on various pgn utilities.  http://www.very-best.de/pgn-spec.htm

2.  For reading games and trying different variations, without an engine, money asside, I like chessbase.  If you search the forum archives for "chessbase" you should get a lot of discussion on the topic of game readers.  Not trying to discourage new discussion here.

Here's a couple links that define FEN which is the notation used to specify the pieces position and status at the start of the game or puzzle.  It's often included in a FEN tag in the header of the PGN code.  If no FEN tag, I think most readers assume the game is starting from the standard setup position.  You will always see FEN included in PGN for a puzzle.

Maybe more than you wanted to know, but others may be interested.

Now that I think about it, I've occasionally had trouble reading PGN in chessbase from an annotated game posted here in the forums.  I suspect the game/puzzle posting software here is more forgiving on the format than chessbase is.

I think I've had trouble pgn with Babas sometimes, too, where I haven't with chessbase.  It's been a while now since I've used Babas

Chessbase, especially since even the free version can replay games.
