It should be based on the rating he was when you beat him, since that was the level he was considered to be playing at when you started the game.

ratings are an estimation of CURRENT strength of play. they are most accurate when they are more recent.
Shouldn't your Best Win stat number be based on the rating of the opponent at the time you won the game, rather than on what his rating came down to as a result of you beating him?
