I totally disagree. "Was" denotes a definite past time- it's past tense. "Has been" denotes a time that just transpired or referenced by the present time,- it's present perfect tense.

No fair throwing around terms like "present perfect." That's like using math to prove a math problem.
But yeah, "has been submitted" is fine.
