They do review the reports and they don't take reports at face value. They look to see if you have a history of people making reports and also look at the history of the person making the report.
If 27 people have made similar reports, you're likely to face trouble. If it was the first, most likely not.
I know this because someone made a report against me stating that I had said vile things. Because it didn't fit in with my previous patterns, they were able to discount it.

The whole concept of justice rests on the principle that the accused has the right to complain about mistreatment. You can't just dismiss it as badmouthing. If anything that makes you part of the problem, no offense

No, the right to confront your accuser in court is one of your rights. This isn't court but even if it were, he hasn't confronted his accuser. All he has done is to express his contempt of court.
Reporting someone works when you have a legitimate complaint.
Badmouthing chess.com doesn't work.
