Just have someone young who plays it enough to memorize puzzles.
It's surprising to see an IM at the top, and sure, I'm wondering if he cheats too, but it's not outside the realm of possibility for a young IM to do this.

Now if chess.com had legit puzzles, and a large pool of them, then sure, I'd be suspicious AF.
Define "legit". The difference between 60 and 61 is more than 50 rating points. ...If you meant "legit" as in the difference in the difficulty between the puzzles, then I get your point. But if you mean the puzzles being the rating they are, hey, stockfish got some wrong too...
