At a higher level, you can learn about "safer" premoves and use it as a viable strategy in bullet. Blitz has limited uses for premoving and rapid, it is unneccesary.
The safest of premoves is recaptures because if they don't take take, then the premove will cancel itself as it is illegal to capture your own piece.
I don't utilize pre-moves. I would never want to blunder a piece because my opponent moved in a way I didn't anticipate. I have had time issues in the past, so pre-moving is something I considered a few months ago, but ultimately decided it was too risky.
What I do when I want to move fast is I grab the piece and hover of the square I intend to drop it, and the split second after my opponent makes his move, I drop it. If he surprises me, I can just not do the move. It's quick, but probably not as quick as a pre-move.
Sure enough, I played a game today where my opponent clearly pre-moved on move 2.
