Chess.com takes abuse seriously.  However, given the number of members, it's simply not possible to have staff and moderators everywhere.  So some things can only be addressed if they're reported.

i'm not too bright but are you telling us all to report nakamura?  but why?  the dude doesn't even talk to me.  oh wait ...

Actually, no. But just giving my own take, I've never blocked or reported anyone here, and never felt like I wanted to. It's not like people over the internet can actually do anything to me.

Field-experimental studies have shown that people litter more in more littered environments. Inspired by these findings, many cities around the world have adopted policies to quickly remove litter. It's not prejudice.  I'm not sure what you mean by saying it's restricted, but there are various automated systems that can cause restrictions based on various things.
